Vice-Chairperson – General Division, Employment Insurance Section (full-time position)

Social Security Tribunal of Canada

As an administrative tribunal with quasi-judicial powers, the Social Security Tribunal of Canada (Tribunal) has the responsibility of processing and deciding appeals of decisions from the Department of Employment and Social Development relating to the Canada Pension Plan, Old Age Security and Employment Insurance.

The Vice-Chairperson of the General Division, Employment Insurance Section, will be responsible for providing operational and substantive leadership and direction to the General Division relating to the Tribunal’s quasi-judicial process of adjudicating appeals of administrative decisions concerning the Canada Employment Insurance Commission pertaining to the Employment Insurance program.

Salary Range: $142,800 - $168,000

Position Location: National Capital Region

Education and Experience

  • A degree from a recognized university or an acceptable combination of equivalent education, training and job-related experience;
  • Management experience in a private or public sector organization, including managing human resources and employee performance;
  • Experience in leading and managing transformation and change management;
  • Significant experience leading a team;
  • Experience in decision-making related to sensitive and complex issues;
  • Significant experience in the interpretation and application of legislation, policies and directives; and
  • Experience in the development of performance standards and operational procedures would be considered an asset.

If you are selected for an interview, the following criteria will be assessed:

Knowledge, Skills and Abilities

  • Knowledge of the legislation and regulations related to the mandate and activities of the Social Security Tribunal, including the Department of Employment and Social Development Act, the Employment Insurance Act, the Canada Pension Plan, the Old Age Security Act and other applicable legislation and regulations;
  • Knowledge of the procedures and practices involved in conducting hearings in an administrative tribunal and in the legal principles involved, particularly as they relate to evidence, legal interpretation and natural justice;
  • Knowledge of the appeal processes and the operations of an administrative tribunal, including the rules that govern its operations;
  • Knowledge of government practices, including those related to sound governance and organizational management principles;
  • Ability to provide leadership within the Social Security Tribunal of Canada and assistance to the Chairperson in carrying out her mandate in accordance with the Department of Employment and Social Development Act;
  • Ability to motivate members and staff to collaborate effectively, challenge each other and to strive to exceed their previous standards of performance, and to ensure that the Tribunal adheres to the highest standards of accountability and transparency;
  • Ability to work collaboratively and to effectively model productive and cooperative working relationships between Governor in Council-appointed Members and the public service staff of the Administrative Tribunals Support Service of Canada to achieve shared outcomes;
  • Ability to act as a steward and oversee the establishment and implementation of organizational standards of performance, productivity, efficiency and quality in decision making;
  • Ability to manage and assess appeals and ensure the efficient assignment of caseloads;
  • Ability to think strategically, anticipate trends, and communicate effectively, both orally and in writing; and
  • Ability to interpret legislation and to ensure that decisions are rendered in accordance with applicable laws.

Language Requirements

Proficiency in both official languages would be preferred.

Eligibility Factors and Conditions of Employment

In your application, it will be important that you confirm you meet the following requirements:

  • Each full-time member of the Tribunal must devote the whole of their time to the performance of their duties (statutory).
  • You must reside in or be willing to relocate to the National Capital Region, or to a location within a reasonable commuting distance.
  • You must be willing to travel frequently throughout Canada.
